You wont believe this!! Hijacked!!

I have a HP Desktop with Vista Homke Premium. For several months now I have experienced the craziest Sh$% while using my computer...I have decent knowledge couldnt identify the cause of all these problems regarding my computer. Basically, my computer was unknowingly installed with Group Policy and I have no power whatsoever now. Please tell me how to shut this program down and if I should contact the police or FBI. Ive read several documents and nothing has worked. If you need proof , I will send you proof. Please assist ASAP....
