Is it possible to cusomize the Vista file explorer toolbar like you can with

No can do, for some odd reason that menu bar was removed in favor of the
current, non-customizable one.

Thats just the default behaviour unfortunately, it cannot be edited.

one way to get these buttons is to use an application called QTTabBar from

an alternative is to use
control c = copy
control v = paste
control x = cut
You might find this useful as well for this. It will show you how to
add "Copy to Folder" and "Move to Folder" to the Context (right click)
menu.

OR, you should get familiar with the keyboard shortcuts for Cut/Copy/Paste:
Ctrl+X---------Cut
Ctrl+C---------Copy
Ctrl+V---------Paste
