Have you tried running it with admin rights? Right click the shortcut file
and choose run as amdministrator. Did you install Directx9 to Vista? Some
games needs a file that comes with Directx9 but isn't in Directx10 on
Vista. Installing DX9 on Vista will install just that file but not
    overwrite DX10.

How you tried reinstalling uninstalling, rebooting, then reinstalling the
game? I haven't had any problems with SimCity4, and after playing SimCity
Societies, I will stick with SimCity 4.

l tried installing directx9, and had to cancel when it asked me where I
wanted to put it. I have no idea where to install it. Anyone have any ideas?

Yeah, I've tried that. I've done multiple factory restores too.

Yeah, I tried running it with administer rights, and the same thing, it goes
back to the desktop after the EA logo.

The DirectX End-User Runtime will never ask you for 'where to put it'. It
sounds like you tried to install the DirectX SDK, which is for developers.

    Try running this.

Do a reinstall, and let it install DirectX into the Windows directory. At
that point, the game should run just fine.

Every time I try to download any directx, 9.0c, end user, SDK, or
redistribute, it does ask me where to put it. It has a browse but and a
blank place. It asks me to type the path where I want to put it. I tried
putting in win/sys32, and the game still wont load. Should I get it out
of there? I am totally frustrated.

I already responded to this. I'd recommend running the DirectX End-User
Runtime Web Installer. This will never ask you for a path, it will just
install what your system is missing.

    http://www.microsoft.com/downloads/d...displaylang=en

If you ran the directx_mar2008_redist.exe (the offline Directx End-User
Runtimes), it asks you where to expand the files from the self-extracting
EXE ZIP. You then have to run DXSETUP.EXE int aht folder to actually install
    the REDIST.

You do not need nor should you be installing the DirectX SDK.

thank you everyone for taking the time to try to help. I did another
factory install and installed directx 9.0c, runtime. I re-installed
Simcity4. It didn't solve the problem. When I try to run the game, I get
the bridge screen, the EA logo, and then right back to the desktop.

OK, haha, I'm reading this message, and I just have to clarify what you're
saying here, because it sounds like you are downloading the DXWEBSETUP.EXE
file, saving THAT FILE into Windows\System32, then trying to run the game.

The file you need to download is DXWEBSETUP.EXE, you can save this file
ANYWHERE ON YOUR COMPUTER (sorry for the caps, just trying to clarify a
point), then you need to RUN this file on Windows Vista, it should download
a bunch of DirectX files and place them where they need to go
    automatically.

The files you download from a web browser are just the setup files, save
them anywhere on your computer, but then you need to run the SETUP program
    that comes with them.

Similar to downloading a game demo.

I don't even know if this is still your problem. You're saying the game
loads, but crashes at title screen. That doesn't really sound like a
    DirectX problem.

I found a couple messages online searching for SimCity 4 crash via Google.
Some people are saying some applications cause problems like Logitech
SetPoint mouse utility, shut that down if you run it.

You might shut down any applications running in the background or your
systray, that could be causing conflicts with SC4.

thanks for responding. Someone else gave me that info. Also, I don't
have logitech set point. I did another factory restore, and tried
shuting down everything else in the task manager, and the same thing
happens, even though it played great for the first few weeks I had this
computer, with all the backround programs running, including norton. But
it won't play now. I'm at my wits end.

I looked at the simcity4 exeception codes, and under 'exception code' it
said, access violation. Not sure what to make of that.
