Right-click on the Desktop, click Personalize, and in the left pane, click Change desktop icons. In the Desktop Icon Settings dialog, enable the Recycle Bin checkbox. Click OK. See also:

Hey, thanks for the REG files, Ramesh! I'm tired of accidentally
deleting my Recycle Bin and have no doubt that others are feeling the same.

In addition to Ramesh's post, it's easy to delete. To empty the recycle bin
right click on it, and make sure you choose "Empty Recycle Bin", but if you
choose "Delete" then the bin is removed from the desktop.

You're welcome, Daze. This is one of those tweaks which took almost 1 hour of my time, and eventually turned out to be a simple one :-)

Actually I don't think you accidently deleted it, sometimes when I empty it,
it just disappears by itself. I then go to the personalize screen and bring
it back. I think there must be a bug causing it to disappear.

I especially appreciate that you not only created the hidedelete REG
file for us, but also supplied a showdelete REG file for undoing the
effects of the first. Thanks again.

At least you guys have a recycle bin.
I don't have a recycle bin at all. The icon option is greyed out. I can't even enable the icon on the desktop. I have found no help anywhere on how to get it back at all.
It was never there from the start with Vista.
I have tried to apply the reg files i have found and nothing has helped. THere is still no icon on my desktop and the icon options in Personalize still shows Recycle bin greyed out and not checked.
I don't even know where to find the recycle bin to empty it at all.
Only solution I have so far was to install Yahoo Widgets and it has a recycle bin widget. Thats what I am using right now.

You *should* be able to find it in My Computer, to the left, at the
bottom of the list of drives after Network and Control Panel. I can
delete mine from there, though your situation sounds problematical.

It is not listed in "Computer"
I have seen a few other post by searching google of others with this too but no answers so far.
Found the soultion by accident.
run gpedit.msc > User Config > Administrative Template > Desktop > Remove Recycle bin from desktop.
I enabled this then closed it and went back in and set it to not configured.
Now I right clicked the desktop and choose refresh and the icon appeared.
The registry fix here should do the trick.

"Computer" . . . right. Thanks for the correction. I obviously still
haven't got used to dropping the "My."
Please let us know if the fix that Ramesh pointed you to does the trick.
