I am trying to registry some dll files here. I am using regsvr32 command here. When I try the same I am getting a error on my screen. The error is some dll file is not loaded. The error also displays some DllRegisterServer failure. The error code which I got in the end is 0x8002801c. I have Windows Vista business edition here and it looks to be working really well. But there is some problem with dll files. What can I do here to fix the problem.

That is not a big issue. You are getting that error because you are not logged in as administrator. You are using a limited account. Right click on cmd and click on run as administrator. Then just run the command and check back. Once you are logged in as admin you have full credential rights here to modify the system files.
