Help and support unable to start

I am running vista home premium 32 bit.

I cannot open help and support from anywhere, it does not matter if I try from the start menu or from within a program. I get the error message you see below. I have looked at my services settings and help and support does not appear in the listing. Where do I need to look next ?

Thanks
