Error 183 Unable to creat new folder

After a thunderstorm, my Vista OS PC, upon restart, shows "error 183, unable to create folder where one already exists" or words to that effect. Addtionally, when I close that window and later try to create a new folder on the desktop by right clicking the desktop, the folder option exhibits "empty" and will not let me make a new folder.

The PC operates fine, otherwise.

Another tech help site suggested changing settings under VERITAS but I don't find that option within the Program Files, either on my harddrive or on my back up HD. Can you help?

Or words to that effect ?? What is the exact wording of the error that is shown
