Settings.ini is being used by another process.

"Settings.ini is being used by another process. Close the other program and then click retry, or Click Cancel to exit side bar" I get this error message each time I log on to a user account, how do i get rid of it? I do not have a side bar on the screen!. Also when internet explorer comes up i get a blank page which i cannot get rid of by clicking the red X box in the top right hand corner.
Appologies if this info is sketchy but am a novice with my laptop, can probably provide more information if needed, thanks in anticipation.

You can use this tool to work out which process has it open

Handle v3.42

From a 'Run as administrator' cmd.exe prompt ....

Have downloaded your sugestion, black screen has run a load of lines of text, closed, now what do i do. Appologies if I seem to be slow at geting this .

On your Computer,organize and selected Folder and Search Options. click on the view tab and selected show hidden files and folders.
Local disk C> users>user name>n AppData
On getting a request you can view this folder. visit to Local, Virtualstore, program files on exit of these windows,it will bring up the sidebar

Settings.ini message has disappeared (for now) !
