Windows can't update and no one knows what to do about it. Does anyone know
    about this?

Above is MS's solution to that problem.
BUT, you do require a Vista DVD, not the OEM's recovery disks.

Apparently he didn't like the same answer when I and others gave it
    yesterday.

My pc came pre-installed with Vista so I don't have the DVD. Is there
another way to fix this problem?

Type %windir%\Windowsupdate.log into the Start box.
Then look near the end of that file to see what error messages occur
when you get the 80070490 error.

If it is complaining that one or more files are missing or corrupt
you can try to replace just those files from someone else's working
    copy of Vista.

    Re: WindowsUpdate_80070490

    Mike,

I am in the same situation - I have OEM Vista and Lenovo/IBM says that they can reimage my drive if I'd like (yea, Sure?) or I can go out and purchase a new Vista product to get the disks... but they can't help me with this problem... and the number they give me for Microsoft help is a recorded message. Big help from them.

Your message suggests that there may be an alternative to reinstalling with new Vista Disks... and you suggested checking a log...

I've done that, and here's the bottom of the log... do you see anything to tell you what kind of a problem I have and do you know of a fix?

Also, I understand that there is a Microsoft Support line that is free for security related issues. As I can't update my year old machine with new security fixes because of this problem, perhaps they can help me. Do you know of this line and can you pass along the number?

    Thanks,

    Eric
