Vertical scrolling not working on Toshiba A215-S6804 laptop

I had formatted my system and installed Windows Vista. I am using Toshiba A215-S6804 laptop. I had performed a fresh update because it was working quiet slowly. I had updated my web browser and did a number of changes. But I do not understand what happens to my mouse. It is working by vertical scrolling simply failed. I had installed the mouse driver from official site, but that too did not helped. It looks that some application has locked that because of which it failed to work. Is there any option available by which I can enable the same back again.

It can be due to bad mouse. I do not think that is a driver issue. In Control Panel under mouse settings you can find all the options that you are looking for. You can manage the same one by one. I had a similar issue but that does not appear after formatting my system. The mouse scrolling just stopped working on its own. The issue was with center wheel. I replaced the mouse and the new one is working fine.
