Players are not having any sense to advance their characters in the game. the entire thing is totally dependent on the concept of the level locking.

The developer of the game has designed the game in that particular manner only. There will not be any kind of cheap tactic to level scaling in the game. when this particular game is going to level scale and you will close the game by fighting with thugs as well as weak monsters. So there is no mean of having concept of advancing.

If you have considered any well designed games then there would be progression in a balanced manner and you will get lots of challenges as you move forward in the game. if you are smart enough a game will be able to make reuse of the weaker enemies in large amount. Need of enemy ai tactics as well whenever you are supposed to level up in the game. hence every single enemy in the game would remain equal.

After going through the problem of yours I wanted to tell you something which wanted to tell you that if you are looking to have sandbox kind of open world game then you will need to make some kind of changes into the automated zone scaling so that you will be able to match the players. I mean the player will be able to explore the game on his desire speed only. As far as this particular game is concerned the developer has done couple of mistake to implementing the same.

Games such as Skyrim should have scaling system. however in this particular game players need to go through the all the zones. In every single zone you will be able to get the idea why you have to do in it. hence there is no need of having scaling.
Now main issue with the game is that the developer is looking to satisfy the players who are wanted to do main quest and players who are looking to play entire content. that means solving all the quest which are coming in the game. as this particular game seems to be large enough the player who are playing the main quest would level quite slowly where players who are playing all the quest would level up quite quickly.

Well every enemy type in Skryim was having an enemy range. As the character of yours would level up you will be able to figure out as much as much enemy to fight. The biggest difference between Skyrim and this particular game is that scaling system in Skyrim is based on enemy types where as in this particular game it is based on zones and dungeons.

As you will move forward in the game you will face lots of stronger in the game. it seems to really great as we are having Agnur Farhal restock or it should be upgrade with Boggart Plaguebearers at any given moment of the time in the future. In case you have managed to change ate of Odarath by simply riding various kind of Boggarts then you are going to get more dangerous which you can replace with. Heroic is getting return to Odarath and he simply moving towards foes with having one shot. This particular game is having same kind of foes which seems to be quite challenging to play.

As we are talking about zone-locking we are aware of that all the creatures are having different kind of powers. However still there is limit associated with the same. Mudcrab would not be able to defeat giant ever and Boggart would not defeat a Jottun.
However both of the above mentioned enemies are going to outclassed by playing the game on the computer for a long time. If you are playing in zone-locking then you will be able to close the gameplay after level 15. People are having wrong impression about the open-world concept that means they are able to move anywhere in the game. there could be some part of the game supposed to be more dangerous which is making the player to play more.

I think its not bad idea to have a upper lock in the game. I am not having any issue if areas are not rescaled or you can sav remaped. Detyre to plains seems to be grey at the time of first visit. If you are getting quite closer while doing any of the quest and locking the area permanently. You will not be able to get back into any of the area by any mean.

There are people who are criticizing the scaling system however the total amount of the scaling has been used in really less amount. Skyrim dungeon are getting reset when you are returning the later in the game. dungeon lock is controlling the loot table. As loot did not seems to respawn which is making the sense and working in perfect situation. if you are loot first time then it would be scaled as per the level of yours.
