Have you tried out running the game in the compatibility mode and reinstalling them game, if not then try it out and then let me know if it is making any difference or not.

I Have tried reinstalling the game a no of times and have tried out running the game in the compatibility mode with all the possible solution that were there in the drop down list but then it is not making any difference and I am still getting the same error message when I am running the game, is there anything else that I can try out to get rid of this issue?? Any further help for this will be highly appreciated.

I think that you should get the DX web update in order to check out if the problem is getting solved or not, if you want then you can also try to install the DirectX or install it from the Civ 4 disc and that should help, just try it out and see which possible solution is helping you out. Best of luck.
