Missing "Employee Home" building in Third Mission "Black Sea" of anno 2070 game

I am playing this game and I am at the third level of the game that is "Black Sea". At a point of the game Yara asks me for building the "House Employee" for completing the goal but when I go to the menu of construction then there is no building named as the "Employee Home". This is very strange and I am not able to understand that what should I do now. Please help me.

All you require to do is to upgrade the Worker Barracks with the Employee Home. And in order to do this, you will require the Worker Barracks and this is under the influence area of the Concert Hall/Casino. Once you have all that then you will automatically get that option. This is not the fault with the game. It is the way the game is made.

This will give you better idea about the game that what are the missions in the game and what are the hidden things in the game.
