Does Hydrophobia: Prophecy is a complete trilogy

Can anyone tell me whether Hydrophobia: Prophecy a fraction of a trilogy, otherwise is it previously a total one, story-wise? I have read about it during the first release (downloadable for the xbox 360), the heroine Kate hasn't had the water power up till now. A puzzle for the 2nd chapter showed Kate exercising the water power, exposed if you've compressed the challenge levels. I haven't played the game so far. Hope you can make clear this in favor of me.

Dark Energy Digital has told Eurogamer that Hydrophobia will be divided into several parts and provided further details about how they will manage publications and content.
