Bug in eIsla Desconcida map in Tropico 4

I start playing eIsla Desconcida map and here I can’t build read. I don’t know it’s a bug or I made any mistakes. I try to search about the problem but still zero. I really not understand how to solve this bug or I can say this road issue. Anyone play eIsla Desconcida map? Anyone have any idea about this? Please if anyone find any solution for eIsla Desconcida map than please provide me the solution.

This is what happened to me in this map. Obviously it is a mistake, one of the many. So I thought well, let me build another port and only have access to the mines from the other side of the map instead. I assumed that once you build a construction that will house the men close enough to build the rest of the buildings and guess what. Workers from across the map to walk around the map to put up random things here and vice versa: workers by walking to the other side of the map to construct things there.

Yes, and this is happened after I've built everything you need to stay (port + houses + garages, etc.). And people will complain and build huts, you do not have homes near their workplace and at the same time some of them do not live there and travel the whole map back to your home, even if you have to walk.
