A democracy cannot be declaring war because he wants. So I probably could, just could not get away with it. Imagine the U.S. president decided he wanted a shorter southern border. As declared war on all of Central America and moved to the military to win. Well, this technique is not allowed. The president can not declare war. That's the job Congress. And this is only one basic kind of statement, there is much more than that. But I just wanted to point out that the president does not really get to declare war. |

After the developer's help, I'm here to put his words. They just say: We're making some adjustments to the system DOW, but I am not currently a plan to add the complexity of "the approval of Congress" and stuff. It is commonly assumed that the President can get away with this, one way or another. I suppose it could be possible to add a "cannot go to war until discharge Defcon / threat" system, but that just means that the President will have to do some things to increase the threat / tension in the world. |

The system should allow Korean and Vietnam wars style, coup and insurgency, as in Latin America, and similar rapid interventions in Panama and Grenada. With the wars in Vietnam and Korea's full declaration can be an option that requires popular approval. Regular approval could be managed by a department of propaganda (which unofficially was in the army during WW2, and officially from 1953 to 1.999 in USIA). Other operations could become public affairs, if by chance an event occurs. |

This is where I would like to see an improvement in dealing with the above. If a player decides to be aggressive without justification, then the player must not only have to worry about getting DoW'd other regions, but also concerned with domestic popularity declined to a point where everything I did would not be able to improve enough to win elections. In SR2020 was too easy to win elections, the DAR would rise again pretty quickly w / o any effort, and whether to increase faster than almost everything had to do was adjust their spending. |

It is only limited to players who are trying to make their country seem peaceful, but then declare war on a dozen countries. If you want your country to embrace peace, then you should be able to go to war so easily. This does not mean, if you want your country to go to war cannot. Just change your way of thinking of the countries want war, then dealer away. And this is at least a start. It just has to be more hoops you have to go threw to start a war itself. |
