There are several possible reasons for this, but in the majority cases it is simply lack of interest from the original publisher. Mac gaming market is relatively small and not all publishers of PC games that measured worth the extra effort.

Many independent developers to support Mac, but simply do not have the resources to develop the Mac version with the version of Windows.
