Very bad design decision. Perhaps he thought would be good because it was not a big problem with the M2, but keep in mind that I've never been a serious RPG series. Computer systems are universally stupid progression. The only thing that ever team to do is customize and improve tactics. If the improvements actually changed their clothes, or if it could break all those teams that cannot be used to improve their armor is cool too.
