Cs 1.6 Problem

Ok here it goes. When i enter cs (i have steam) when i press the "y" button to write i cant see the message or the other messages

I think the the y button features or messages that appear in the CS might have been disabled in the Options. Or it might be also possible that when you join some servers, their server admins disable such features for spam protection.
