The problem is Age of Empires III CD. Clean the CD or DVD. Use a disc cleaning kit or gently wipe the silver side of the CD gently with a soft, lint-free cotton cloth. You not use paper towels. Paper can cause scratches and streaks on the plastic of the CD. Clean the CD, wipe from the inside out. They use a circular motion. If the problem persists, clean the disc with a damp cloth or use a commercial cleaning solution for CDs or DVDs. Dry the CD thoroughly before you insert it into the drive

You need to install updates for SafeDisc. Follow these steps to determine whether you need this update:
    1. Insert the game CD.
    2. Click Start, click Run, type cmd, and then click OK.
    3. Enter the letter of your CD drive and a colon, and then press the [ENTER].
On most computers, for example, "D" is the letter for the CD drive. Type D:, and then press the [ENTER].
    4. Type dir / a: h, and then press the [ENTER].

Thus all the hidden files are displayed on the CD. If a file named "SSIFSDAT.SYS" exists, you do not need to install the updates for that game. By installing these updates, however, may benefit the other games.

After the successful installation of the game, the Microsoft software license should be displayed. The game attempts to verify the CD. This process is known as "CD Review". This process is usually done before you accept the Microsoft Software License Terms. If the Microsoft Software License Terms for the installation of the game were not shown, the drive can not bypass the CD verification. The CD-check ensures that you are using a legitimate disc, not a copy. On some computers, CD drivers can not bypass the CD check.

If you are not sure if the Microsoft Software license Terms, or if you do not remove the game and reinstall, you can accept the Microsoft Software License Terms. To do this, follow these steps:
    1. Click Start, click Run, type regedit, and click OK to start Registry Editor.
    2. Expand HKEY_CURRENT_USER.
    3. Expand Software.
    4. Expand Microsoft, and then expand Microsoft Games.
    5. Expand the game folder, and click once on the folder under the game folder.

Try to disable or change the compatibility mode, to do this :
    1. Click the right mouse button on the shortcut icon of the program, and then click Properties.
    2. Turn off on the Compatibility tab in compatibility mode by unchecking the box and then click OK.
    3. Start the program by using the modified shortcut.

The CD drive may not reading the game disc correctly. Try to install the game from a different CD or DVD drive on the same or another computer. When the installation is successful and you can start the game in this test, the problem may be that the original CD or DVD drive can not read the game CD
