Yes definitely you can restore it to default settings, its under system on the Dashboard blade. Look for Initial Setup..The thing is you will lose everything, marketpoints, game saves except d/l content.

Restore the factory defaults on the wireless networking adapter. When you go to the System area of the Xbox Dashboard to restore the factory defaults, the adapter status light will blink green and red, and then turn solid red to indicate that the defaults have been restored.

    Note

Restoring factory defaults on the adapter will override your current adapter settings.

I think to do this you first have to format the HDD, and then do Initial Setup. Or just press on Initial Setup in System blade. When you'll use Restore to Default settings you'll just restore the systems settings , it shouldn't delete anything else. You can also clear your hard drive using the Format option like on a PC which will delete anything on it i don't know if you would have to reinstall the patches again for each game.
