Its the NAT settings of your router/modem most likely, look it up on google there is two ports you need to open so that xbox live can function properly, your NAT is most probably moderate you need it to be open.
Reboot and try again. sometimes the system gets hosed up. Happens to me every once and a while. I just reboot, re-invite, then ready for action.
make sure that neither one of you is in a game when you send the invite....or it wont work, if you're in a game and send an invite out, he wont get it for like 5-10 minutes, so when he tries to join that specific game, there IS no game anymore......hopefully this helps
It might have to do with your connection, not sure if that helps though.
