How to submit RSS of new site on Google News

I have started a new web site and I want to know if Google accepts non-newspaper news sites RSS feeds? And if it does accept can anyone let me know how does it takes?

As per me the best way to get into Google News to add press release with backlinks to your sites or blog which should be of best sites. And by doing this you can get in Google news. Even after adding press release you can directly add your site link to Google News but it is not sure that Google will update it or not.
