Save as/open option not seen while downloading files in internet explorer 7

Hey I am suffering from a big problem. I do not know why this is happening. when a file is being downloaded, the choice save as/ open file does not come into view as well as as if by default the entire the files are 'opened' (i.e. saved into temporary internet files).This modify occurred merely a 3 days back so suggest something to solve this.
