On the whole, there are User Group Policies that are not being handled correctly by IE9 which would give details why it works in several accounts as well as not others. I take out the entire of the present user policies for IE as well as relaunched the browser as well as the whole thing is well. Reupdate the policies as well as the issue returns.
Particularly it seems like it is the policy to shift the toolbar above the navigation bar
    (HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Toolbar\WebBrowser\ITBar7Position).
Update: For those not operating IE9 in a domain this is another position for this setting:
    HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser\ITBar7Position

Check the programs starting through startup to observe if any of them are reason for the conflict with Internet Explorer. This is able to be checked by restarting into a clean boot:
    • Press Start
    • Then you have to provide msconfig into the search field
    • Hit Enter on your keyboard
    • Press Continue on the User Account Control
    • Press Selective startup
    • Unmark Load startup items
    • Press the Services tab
    • mark the Hide the entire Microsoft services field
    • Press Disable all
    • Press OK
    • Then you have to restart Now

Attempt enabling Aero as well as after that forcing Internet Explorer to utilize software rendering in its place of hardware. This is able to be done by:
    • (From inside Internet Explorer) you have to select Alt and X at the same time on your keyboard (or press the “Tools” gear on the right area of the toolbar)
    • Press Internet Options
    • Press the Advanced tab
    • Check the utilize software rendering as an alternative of GPU rendering
    • Press OK
    • Close Internet Explorer (the entire windows)
    • Open Internet Explorer
