quicktimestreaming.qtx error message occurs with Quick Time program files rather than Safari program files. You have to check your QuickTime program files. If there is aproblem in your QuickTime program than reinstall it. First delete or replace your previous QuickTime program. Restart your Dell laptop and then check your problem. I think it solve your problem.

quicktimestreaming.qtx error message crashes your Safari so you have to install new Safari web browser. It will definitely solve your problem. If you have a higher version of Safari then you can directly install it. It replace your installed Safari with your higher Safari version. Otherwise first uninstall your Safari web browser from your system and then install new Safari browser.
