    This behavior can be following reasons:
    The parameter value (Default) in one or more following registry keys points to an incorrect location for the Urlmon.dll file:
    [HKEY_CLASSES_ROOT \ CLSID \ {79eac9e0-11ce-8c82-baf9-00aa004ba90b} \ InprocServer32]
    [HKEY_CLASSES_ROOT \ CLSID \ {79eac9f1-11ce-8c82-baf9-00aa004ba90b} \ InprocServer32]
    [HKEY_CLASSES_ROOT \ CLSID \ {79eac9f2-11ce-8c82-baf9-00aa004ba90b} \ InprocServer32]
    This problem can occur if you install a customized version of Internet Explorer that was created using Internet Explorer Administration Kit (IEAK) version 9 Service Pack 1 (SP1).

    To resolve this problem in Internet Explorer, follow these steps:
    1. Close all programs running.
    2. Click Start, Then Run.
    3. Type regsvr32 urlmon.dllThen click OK.
    4. When the message "DllRegisterServer in urlmon.dll succeeded" message, click OK. If this does not solve the problem, repeat steps 2 through 4 for each of the following files (in step 3, replace Urlmon.dll with each file names below):

    * Shdocvw.dll
    * Actxprxy.dll
    * Oleaut32.dll
    * Mshtml.dll
    * Browseui.dll
    * Shell32.dll

    Re: Internet Explorer 9 Beta install on Windows 7: Service Pack is not supported

    These prerequisites appear to block the installation of IE9 in people who have installed a pre- release version (beta) of Service Pack 1 of Windows 7 or Windows Server 2008 R2. This deadlock occurs when the required updates were not installed before installing SP1 because they can not be after.

    * Windows 7 / Windows Server 2008 R2:
    o Update for Windows 7 (KB2028551)
    o Update for Windows 7 (KB2028560)
    o Update for Windows 7 (KB2120976)
