How to Remove Rouge software ?

I have Acer Aspire One Netbook with preinstalled "Windows XP Home".
Some how Rouge "Security Antivirus" software has invaded my Netbook.
This prevents me from installation of legaly procured Antivirus software.
Please let me know how to remove this Rouge "Security Antivirus" software.
I also want to know how to reinstall preinstalled "Windows XP Home".
Will this solve my problem with Rouge "Security Antivirus" software ?
