The easiest solution is as follows:
    • Go to Start, then click on Search and select "All Files and Folders".
    • Under "More Advanced Options", check "Search Hidden Files and Folders" option.
    • Make sure that "Search System Folders" and "Search Subfolders" are also checked.
    • Under "All or Part of the File Name" box, type "ie.inf"
    • Under "Look In" drop-down menu, select "C:".
    • Start searching by clicking on "Search" button.
    • In the results that you get, look for "ie.inf" file.
    • Right click on the ie.inf file and click "Install".
    • Restart your computer after completion.

This problem is often caused by out-of-date video drivers. Go to the manufacturer Website of your video card and download, then install, the latest drivers for your video card.

Alternatively, you can try the following:

    1. Click Start, and then click Control Panel.

    2. Click Display (in classic view of Windows XP), click the Settings tab, and then click Advanced.

    3. Click the Performance or Troubleshooting tab, and then reduce hardware acceleration a notch at a time until your system stabilizes.

What you have anti-virus installed? Install a good one like Norton, McAfee, etc. Do you have updated MalwareBytes? If no then get it and run to scan for any malwares. Or otherwise you can also try out the below steps:

    1. Open Internet Explorer
    2. Select Tools and then Internet Options
    3. Select the Advanced tab and then click Reset
    4. In the Reset Internet Explorer Settings box, click Reset

I think the same can be accomplished by re-installing. Right ?
