To improve performance of network connections that seem very low, especially for RPC over HTTPS connection in Outlook or Outlook Web Access, you can disable the Automatic "tuning" in Vista:

Go to "All Programs" then "Accessories", right click "Command Prompt" and click "run as administrator". Then enter the following command:
netsh int tcp set global autotuninglevel = disabled

    Improve bandwidth
    1. By default, Windows Vista sets aside 20% of the bandwidth.
    2. Click Start, and then in the search box type gpedit.msc
    3. Go to Local Computer Policy> Administrative Templates> Network> QoS Packet Scheduler
    4. Double-click "Limit bandwidth " and select "Off". Beware, if "Not Configured" is checked then 20% are ignored by the system. Therefore choose Off.
    5. Click OK and then restart the computer.

You can set this parameter to calculate the MTU between your PC and the remote machine, usually your ISP. This will avoids the fragmentation of information and can make your Internet connection more efficient

    Key open in the registry:
Key: HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Services \ Tcpip \ Parameters add a new DWORD value, call it "EnablePMTUDiscovery" and set its value to 1.
