Can't Add to Favorites in Internet Explorer

I can't add Favorites to internet explorer. I have installed internet explorer 7 when i go to Favorites option and try to add new web site it says Unable to Create.Does anybody know what's going on?

Go to the Web page that you want to add to your Favorites.
On the Favorites menu, click Add to Favorites.
In the Add Favorite box, type a new name for the page if you want, and click OK.
In most cases, Internet Explorer proposes a perfectly good name, but occasionally you may want to give the page a different name.

1. Copy Favorite from XP.
2. Open IE7 menu select File-> Import and Export to a File Export Favorite bookmark.
3. delete all files in a Favorite.
4. Open IE7 menu select File-> Import and Export from the File to Import Favorite bookmark.

1. Right-click on the blue IE desktop icon and select Start without Add-ons;

2. Start > (All) Programs > Accessories > System Tools > Internet Explorer
(No add-ons).
