This error can occur when the default authentication level is set to None, and the default Impersonation level is set to Anonymous in the DCOM permissions. The system account does not have Full permissions on a folder or registry key that the Windows Installer is trying to access.

Try to Unregister and re-register the Windows Installer:
Click on Start button => click Run =>type MSIEXEC /UNREGISTER =>and then click OK. Even if you do this correctly, it may look like nothing occurs.
Then again Click on Start => click Run=>type MSIEXEC /REGSERVER =>and then click OK. Even if you do this correctly, it may look like nothing occurs, or you may briefly see an hourglass. After you run this command, the operation is complete.

Follow the steps to Verify the registry permissions:
    • Click on Start
    • Then click Run
    • Then type Regedt32
    • Select each hive
    • Click Edit/Security menu
    • Then click Permissions
    • Verify that the SYSTEM account has been added and that it has Full control.

If it does not, add the SYSTEM account with Full control. If nothing works then, run Windows Installer CleanUp Utility

    PROBABLE CAUSE
Note Try to install Messenger after each of the following steps.
    1. To install programs on your computer, you must be an administrator on the computer. Follow these guidelines to make sure that you have administrative permissions:
If you are on a corporate network, contact the system administrator for more information about administrative permissions.
If you are on a home network, sign in with an account that has administrative permissions.
If you cannot obtain administrative permissions, have someone with administrative permissions perform the installation for you.

    a. Click Start, click Run, type %windir%\system32\msiexec/ unregserver , and then press ENTER.
    b. Type %windir%\system32\msiexec/ regserver , and then press ENTER.
