    Reasons for this error:
    • Incorrect date and time of computer.
    • There may be some problem with the DLL files that are required for the Windows Live Messenger to work.
    • Group policies are not set correctly on the system.

    Try this:
Click on Start button =>Run =>Type regedit in the box =>Press Enter. Then browse
    HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\System Certificates\Trusted Publisher
You will see the "safer key folder", delete it. Restart your system and try to sign in to windows live messenger.

To check the Group Policy Settings, open Start menu and select Run. Then type the gpedit.msc and press Enter. It will open Group Policy Editor window. Then go to Computer Configuration=> Windows Settings=> Security Settings =>Software Restriction Policies =>Trusted Publishers. Ensure that the default value for Allow the following users to select trusted publishers, End users.
