Cannot send email, Error Ox800CCCOF

I am having a problem with my emails not sending. I get this message:

This problem usually happens if you are running either NORTON ANTIVIRUS or NORTON INTERNET SECURITY

Here is the Norton Fix:
  1. Start Norton AntiVirus or Norton Internet Security, and then click Options.

  2. Click Email.

  3. Uncheck Scan incoming Email and Scan outgoing Email.

  4. If you are prompted to verify that your email program is not running, then click OK.

  5. Click OK.

  6. Click Options, and then click Auto-Protect. Make sure that "Start Auto-Protect when Windows starts up (recommended)" and "Enable Auto-Protect (recommended)" are selected.

  7. If they are selected, click OK, and then exit Norton AntiVirus.

  8. If they are not selected, then select each entry, click OK, exit Norton AntiVirus, and then restart the computer.

  9. Now you"ll be able to send & receive mail with no problems and you"ll still be protected from viruses cause Auto Protect is enabled

Disable your Anti Virus integration with Outlook.
Disable the email scanning of your incoming and outgoing AV scanning. You will still be protected with the resident AV.
Is it Norton by any chance that is used.

I upgraded to Windows Live Mail. I disabled any interaction with e-mail in McAfee. I still got the error message and couldn't send e-mails. I shut down Adware Alert and then everything worked. I will try running a scan with adware and then see if I can disable the e-mail interaction. I appreciate your help.
