What malware programs are you running normally? Sounds like an adware/spyware issue at least for the problem mentioned (don't know 'how many' other similar problems that you may be having? Also, you can use 'online services', such as Trend Micro HouseCall, to check you computer for malware.

Randomly removing registry entries is a dangerous idea. The person would not know what active function might require some setting, and potentially have system corruption or even the inability to reboot to add to their problems:

    1. Regedit
    2. Find "speedapps"
    3. Delete all "speedapps" reference

This step only disables some startups, which then might remove them from logs if the person requests assistance from others. And in context with these other steps no solutions are made for these after that:

    4. msconfig
    5. Uncheck "IEPR" and "Simple Browser Demo Application"

The target file is probably IEPR.exe, and has been located as a startup in other folder's names as well. So no assurances these will exist, or resolve any issues if deleted (and another chancy move if the wrong folder is removed):

    6. Goto c:\users\<username>\AppData\Local\
    7. Delete TempImages folder
