MSN exceeded the maximum number of messages

Today I experienced the following message:

The following message was not delivered because you have exceeded the maximum number of messages per minutes. Please try again later.

What does it mean? I have never encountered the message before and I have Googled without any results.

It also writes my people if Flooder me .. I use my own version of messenger discovery (stripped the ¤ & # ¤ popups )....

Flooding means you _modtager_ many messages? The problem I have that I cannot send messages!

I unpaused machine and then does it all over again, but is there anyone know why it happened?
