    Restricting access to the messenger?

    Let me know if there is any program that allows me to have control over Restricting Messenger to use.

    Good question is where to investigate this option that lets you disable the use of the messenger.

    Within the administrative tools that are within my computer / control panel / administrative tools, you have templates on programs in which users can disable users to beware do so within the user administrator affect everyone.

    It's not a matter of having control over a program with another program. An operating system is always multiuser (for multiple users) if you are an administrator can set controls on all other users.
    I think you would be more effective.
