Web page that does not appear

I have problem with internet. When I launched a web page, I have the blank page "can not display the page that appears.

Tested ping, Search virus with malwerbyte = 0 (but updated impossible).

Uninstall IE7 and installing firefox = same result.

Replacing the worst card network =
