Looking for a PHP developer 300 USD/month

Me and my friends are looking for a PHP developer (who'd know the Joomla framework if possible) to work for us. The salary would be around 300 us dollars / month for a full time work, but we can take people who'd like to do part-time. We just need to discuss with you.
