This error indicates that the Java installation process has failed. Installation process can fail if process named 'Java Quick Starter ' (jqs.exe) is running and has not terminated after uninstallation. First stop it from Windows Task Manager by opening it (Ctr l+Alt+Delete), selecting Processes tab. Now select the jqs.exe process and click on End Process button. Now reinstall the latest version from Java.com.
