Is it safe to hide passwords in the encrypted file?
Usually, it is never safe to save a password in any file, but if you are sure that someone will not be able to decrypt it. If you need a encryption software try TrueCrypt.
I don't think so its pretty good idea, if you forgets password for one encrypted file you'll loose all your passwords.

Its never safe to save your password in any file on any system. If you have encrypted the file then there are 100% chance that it will be decrypted.
Try to remember your password. Or use a secure, encrypted program to help you remember your password.
