IIS 5.1 unable to connect to database server

Hi,
The webservice running on IIS is not connecting to my database. When i try to connect it, i am getting following error message: "Client unable to establish a connection." Can someone help to fix it?

If you are using server behind the router, make sure that you have forwarded port 25 to the servers internal IP address. You need to do it from router. You can use another port. If you have any default port, you can use it.

The websites in IIS use a rather restricted user by default for anonymous access. If you change the account to an administrator account on your PHP website, it starts accessing the database.
