Creating a batch?

I am looking for help to create a batch that allows me to delete any folder in "C: \ Documents and Settings" except:

All Users
Default User
LocalService
NetworkService

I have tested with the RD or RMDIR which work very well but my problem is a condition not to delete the files mentioned above.

I do not know how to proceed with a batch but it might be easier with a vbs script using a loop to process all the subfolders and indicating an exclusion for the sub-folders to let up. Again, I do not know exactly how but I am convinced we can achieve this way.
