Random numbers. Help

I was asked by a friend if it is possible to create files of random numbers in this way: using numbers between 1 and 1000 automatically create 200 files of random numbers 5 each.

The problem is that it should use the function or program a person with beginner PC. I do not know if there is a feature in excel or access .. Boh!
