Product Activation Loop After restoring System State to SBS 2003

A client of mine had a system crash. Reloaded SBS 2003, ran service
packs and Activated.

Ran system state restore from backup now it wants to be reactivated on
login and if I click Yes, takes me back to login Screen, if I hit NO,
same thing, if I hit cancel, it shuts down.

I can boot to safe mode and have tried varios steps including removing
WPA.dbl amd expanding from install disck.

I am racking my brain here. Please help.

Hmmm... The normal procedure would be to reload the base OS from CD1, bring
it up to the same service pack level as the oriignal install (same SP level
as at the time the backup was made), then restore the backup, including the
system state:

(I assume he was using the SBS Backup Wizard to back up the server).
