unable to install anything on Server 2003 SBS SP2 (windows install

I get the following error:
The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance.

I have looked up the error and tried the following:

http://support.microsoft.com/kb/898628/

Would appeciate any help and ideas as this is a big problem.

Any additional or more specific errors in your event logs? Event id, source
and a brief list of the content might be helpful.

In Event viewer i gert an event id: 7034
description:
The windows installer service terminated unexpectedly. It has done this
4times(s).


the number of times obvioulsy relates to the number of times i tried to
install in a row, as there are otheres with the same error.

Thank you for posting here. Let's also thank Larry for the input.

According to your description, I understand that you unable to install any
software on SBS 2003 thru windows installer service and get error. If I
have misunderstood the problem, please don't hesitate to let me know.

Based on my research, I suggest we try the following steps to see if we can
resolve this issue:

1: Ensure Windows Installer service is started on SBS

a. On SBS, click start, go to Run, type services.msc and click OK
b. select "Windows Installer" from the list. Is it started? If not, right
click it, select Start.
c. If the service can be started, please test this issue. If the service
cannot be started, let me know the error you get.

2. As I know, this issue may related to some antivirus software on SBS. If
you install any antivirus software on SBS, please uninstall it and test
this issue.

3. Please run clean boot on SBS to narrow down this issue:

To clean boot the problematic computer, please use the steps below:
a. Click Start, click Run, and then in the Open box, type "MSCONFIG"
(without the quotation marks). Click OK.

b. In the System Configuration Utility (MSConfig) window, click to select
the Selective Startup button.

c. Click to clear the check mark from the "Load startup items" below
Selective Startup.

d. Click the Services tab, click to check the "Hide All Microsoft Services"
box, and remove all the check marks from the remained Non-Microsoft
Services.

e. Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.

f. After restarting, please check whether this issue will reoccur.

g. If there are no more problems, please use the above steps to enable
services and startup items one by one in order to figure out the root cause
of this issue.

4. Check NTFS Permissions of system driver:

a. Start Windows Explorer, right-click the computer's system hard drive,
and then click Properties.
b. Click the Security tab, and then click Add.
c. In the Select Users, Computers, or Groups dialog box, click the
SYSTEM/administrators account, click Add, and then click OK.
d. Under Allow, click to select the Full Control check box, and then click
OK.

Note: Verify the temp folder have properly permission: Click the TEMP
(C:\Documents and Settings\UserName\Local Settings\Temp) folder and then
verify that the SYSTEM account has full control permission here.

5. Perform "Method 4: Reinstall Windows Installer" in the following KB on
SBS:

"The Windows Installer service could not be accessed" error message when
you try to install Office
http://support.microsoft.com/kb/324516

Note: It is also suit for SBS 2003.

6. Maybe the issue is caused by the corrupted application which you want to
install. Please try to install another popular application on SBS to test.

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:

1. Gather MPS network report on SBS:

a. Download MPSrepot_network from
http://download.microsoft.com/downlo...5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE

b. Run MPSRPT_NETWORK.exe.

c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.

d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\

e. Send the .cab file directly to me at v-terliu@microsoft.com

2. Please capture screenshots on the error messages and send the pictures
to me at v-terliu@microsoft.com

3. Gather Windows Installer log:

a. Click Start, click Run, copy the following command line into the Open
box:

REG ADD HKLM\SOFTWARE\Policies\Microsoft\Windows\Installer /v Logging /t
REG_SZ /d voicewarmup /f

b. Click OK or press Enter to run this command.
c. Restart the computer.
d. Click Start, click Run, type "%temp%" (without quotation marks) and
press Enter.
e. Delete all the files in this folder.
f. Try to install the application again.
g. If it fails, click Start, click Run, type "%temp%" (without quotation
marks) and press Enter.
h. Please send all "MSIXXXX.log" files to: v-terliu@microsoft.com

Thanks for your response i will give it a try when possible.

Failing that i've heard that reinstalling service pack or doing a windows
repair should fix the problem.
What would be the easiest way on SBS server 2003 as i believe it included
SP2 when i installed it in the first place from the original installation
disc.

Would just trying to install SP2 work? just as an idea.
this is the only server we are running and shares and sql are being used as
well as exchange, and printer server off of it, so down time is critical to
not be long or to loss data, although a daily backup is run of the main data.

Hello Kevin,

Thank you for your update.

I'm not sure which service pack may relate to this issue. However, you can
perform the following steps to reapply the SBS 2003 sp1, Windows 2003 sp2
to see if it help:

1. Verify the SBS 2003 sp1 is installed on SBS:

On the SBS server, click Start, click Run, type "regedit" (without the
quotation marks) and click OK. Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer, and check the
data of the registry value ServicePackNumber. Is it set to "1"? If not,
then this problem will occur because SBS 2003 SP1 has not been completely
installed. To successfully install SBS 2003 SP1, we must install all five
updates listed below. Additionally, the updates must be installed in the
sequence listed.

Downloading and Installing Windows Small Business Server 2003 Service Pack 1
http://download.microsoft.com/downlo...0-8871-9bc48e0
b3fc3/ToDownLoadFilesandReadInstructions.htm

Note: If one or more of the listed components is already installed, you can
skip to the next step.

A. Service Pack 1 for the Windows Server 2003 operating system
B. Windows SharePoint Services 2.0 Service Pack 1
C. Exchange Server 2003 Service Pack 1
E. Windows XP SP2 for Client Deployment
F. Windows Small Business Server 2003 Service Pack 1

Note: Windows Server 2003 SP2 is independent of Windows Small Business
Server 2003 SP1 and of Windows Server 2003 SP1. Even if Windows Server 2003
SP2 has been applied to the server, Windows Small Business Server 2003 SP1
can still be installed on the server, and you do not have to uninstall
Windows Server 2003 SP2.

After you applied the whole SBS 2003 SP1, please run CEICW.

2. After install the SBS 2003 sp1, please download and install Windows 2003
sp2 (or again) to the SBS 2003:

Windows Server 2003 Service Pack 2 (32-bit x86)

Then, test this issue.

RE: unable to install anything on Server 2003 SBS SP2 (windows ins

I checked under system properties for the server and it is down as
Mocrosoft Windows Server 2003
for Small Business Server
Service Pack 2

I tried doing as you adviced below, but when trying to run SP1 i get a
notice saying newer version already installed, so it just cancels.

Also I am unable to run any of the other updates as they fail
no windows update from the automatic update install thay all fail.

Windows Defender fails to install get the same msi error message as before
about the windows installer.

I've tried manually starting the windows installer service in services.msc
Checked permissions of the registry that seems fine.

Also in Application log if noticed i get a warning for MsiInstaller
Event ID: 1015
Failed to conect to server. Error: 0x800706BE

if thats any help.

Also Just for you info i've checked the version info for the msi files in the
system32 folder and they are as follows:
msi.dll - 3.1.4000.4042
msiexec.exe - 3.1.4000.3959
msihnd.dll - 3.1.4000.3959

Hope this can help shed some light of a fix.

Also I Tried Re-installing SP2,
but this has failed ot fix the problem also.

Thank you for your update.

Based on my further research, I think this issue may related to the
corrupted temp files in Temp folders for MSI installation. I suggest you
clean Temp folder on SBS.
Clean Temp folder:
======
1. Stop Windows Installer service if it is running.

2. Empty these folders on the computer accordingly:

Empty "%systemdrive%\temp" folder.
Empty "%systemdrive%\%windir%\temp" folder.
Empty "%systemdrive%\Documents and Settings\%username%\Local Settings\Temp".

Note: if there are multiple user profile folders, please also empty the
TEMP folders.

Additional, I want to stress the antivirus or 3rd-party software on SBS may
cause this issue. If you install any antivirus software on SBS, please
uninstall it and test this issue. The clean boot is also help to narrow
down this issue.

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:

1. Gather MPS network report on SBS:

a. Download MPSrepot_network from
http://download.microsoft.com/downlo...5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE

b. Run MPSRPT_NETWORK.exe.

c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.

d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\

e. Send the .cab file directly to me at v-terliu@microsoft.com

2. Please capture screenshots on the error messages and send the pictures
to me at v-terliu@microsoft.com

3. Gather Windows Installer log:

a. Click Start, click Run, copy the following command line into the Open
box:

REG ADD HKLM\SOFTWARE\Policies\Microsoft\Windows\Installer /v Logging /t
REG_SZ /d voicewarmup /f

b. Click OK or press Enter to run this command.
c. Restart the computer.
d. Click Start, click Run, type "%temp%" (without quotation marks) and
press Enter.
e. Delete all the files in this folder.
f. Try to install the application again.
g. If it fails, click Start, click Run, type "%temp%" (without quotation
marks) and press Enter.
h. Please send all "MSIXXXX.log" files to: v-terliu@microsoft.com

the
