long delay for Applying Computer Settings

I am trying to work on an SBS 2003 server for a new client recently. It is running SBS 2003 with Windows Server 2003 SP1 and SBS 2003 SP1 applied. There was someone else who has originally setup the server and we are taking over from it. They were having many problems and I solved everything except for one issue. If the server is restarting, then it will hang for 15 minutes on Applying Computer settings. I have seen this before but none of the obvious things were wrong in this case. The NIC card priority order in Advanced Networking is proper. The single Nic and it points to itself for Primary DNS.I have ran NETDIAG, and there was no errors displayed. After searching on the net, I came across MS KB221833 that turns on debug logging. Someone suggested that it could provide a hint. After checking at the resulting Userenv.log file, I am able to see about an 8 minute gap between 2 rows. Below is the copy of that section, along with different lines:

I think that there might be too many scenarios why this is happening. Have you tried on clean test the machine? You could also try to apply a new policy to a new computer with a new user in order to isolate the problem.

So, I need to have been more clear. The issue is only happening on the server itself and not the workstation computers. The issue happens prior to actually seeing the login window, so trying different users does not make a difference.

Can you try to post the results of an ipconfig /all for the SBS server for us to look.

It is recommended that you run a BPA scan after you install your server, and regularly run a scan as part of your routine maintenance schedule. The BPA tool examines a server that is running Windows Small Business Server and that collects configuration information from many sources.
