Internet Explorer 7 initial setup screen locks up IE7 for users without internet access

I have deployed IE7 using WSUS on my SBS2003 premium domain. On users
without internet access a popup is coming up asking for logon information
when they first try to run IE7 to configure the IE7 settings. If the user
keeps clicking the logon box eventually IE7 will lock up. How can I prevent
IE7 from trying to go to the config screen and just go to the Intranet home
page that was set up in IE6? I can't believe that they assume that every
computer out there has internet access!

I was able to solve the problem by deploying the IE7 group policy ADM and
setting "Prevent performance of First Run Customize Settings" to Enable.

For some reason though I had to manually copy the Inetres.adm from my
workstation manually to the the servers inf folder and than add it on the
server to get it to register in the server secpol, installing the MSI for it
did not copy it there.
