DCOM EventID 10016 repeated several times a second

I am continuously getting the below error message on a SBS 2003 Server which is installed with the latest patch:

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {BA126AD1-2166-11D1-B1D0-00805FC1270E} to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20). This security permission can be modified using the Component Services administrative tool.

If I am trying to follow the link in the event message, then I am getting the following:

I followed the microsofts solution for this issue to modify the rights for the user on the mentioned server application in the DCOM component services but it appears to be the "Network Connection Manager Class" but there is nothing labeled as such in the DCOM component services? Any fix to this problem would be welcomed.

Use the following steps to change the paging file size:
1. Click Start, click Run, and then type sysdm.cpl in the Open box.
2. Click the Advanced tab, and then click Settings under Performance.
3. Click the Advanced tab, and then click Change under Virtual memory.
4. Under Drive [Volume Label], click the drive that contains the paging file
that you want to change.
5. Under Paging file size for selected drive, click Custom size, type a new
paging file size in megabytes (MB) in the Initial size (MB) or Maximum size
(MB) box, and then click Set.

Thank you very much for the reply, because the solution that you gave me worked properly. I was actually searching for the "Network Connection Manager Class" in the list without knowing that "Netman" is the short name for that. Thanks once again.
