XP VPN to SBS 2003 will not connect

I am trying to set up a second route to be used exclusively for remote VPN connections.
I currently have a external static IP X.X.X.162 that is up and running and users are able to connect via native XP VPN to our SBS2003 server without any problems.
On the second static (X.X.X.163) I have a Linksys RV042 that has the firewall disabled and all ports forwarded to my SBS server (10.10.10.5) with PPtP, IPSecp and L2TP passthrough enabled.
I have also verified ports 500,1723,47,50 &51 are open using the GRC tool and verified with the ISP that their router is in bridge mode with all ports opened.

My SBS is set to allow 10 vpn connections and for testing I am the only user connected.

My connections are: ISP Router->RV042 (.163)->Network Switch

Whenever I attempt to VPN to .163 I get error 800 returned.

Can you try to enable PPTP through the ISA firewall by using one of the following methods by following the below method:

    1. On the Small Business Server 2003-based server, click To Do List in the left pane of the Server Management console.
    2. Under Network Tasks, click Configure Remote Access.
    3. Click Next, click Enable Remote Access, click to select the VPN Access check box, and then click Next.
    4. Type the fully qualified public domain name (FQDN) of your server, click Next, and then click Finish.
    5. When the wizard is completed, click Close.

Also check suggestions given in this similar kind of thread - Unable to establish the VPN connection. (Error 800) in SBS 2003.

The RRAS service is currently configured and I had also ran the wizard in an attempt to reset the service but to no avail.

As I stated the current .162 route will allow VPN connections but for some reason this new setup can't connect.

This issue can be also caused by a router that has outdated firmware. For example, this issue may occur if you are using a Cisco router with firmware that is dated 2000 or earlier. To verify that this is the cause, look at a network trace. The Cisco device advertises a 0 window size in the TCP handshake on port 1723.
